Can a non-resident open an account?

Turkish law does not impose a blanket ban on an account for every non-resident foreign national. The outcome depends on the bank's risk appetite, the applicant's nationality and residence, sanctions exposure, requested products and the bank's ability to verify identity and address.

A residence permit should not be presented as a universal legal requirement. A bank can nevertheless ask for a Turkish address, local mobile number, foreign-identity number or evidence of a genuine local connection under its own policy.

The potential tax number

The Revenue Administration provides an online application for a potential tax identification number. Passport, nationality, contact and address details must be entered accurately and the resulting document retained. A person who already has a Turkish foreign-identity number should confirm which identifier the bank and tax systems will use.

The number is an identifier, not an account-opening entitlement. Identity, address, sanctions, purpose and source-of-funds checks continue.

Explain the first transfer before it arrives

The bank may need to understand whether the money comes from salary savings, business dividends, sale of property, inheritance or investments. ‘My own funds’ may not be enough for a material amount. Evidence should connect the applicant, source event and sending account.

If the sender is a third party, document the relationship and purpose. Pre-clearing a large first transfer reduces the risk that funds are delayed while documents are requested.

Account opening and acceptance of a particular transfer are separate compliance decisions. Prepare both together.

Remote opening and product comparison

Türkiye has remote-customer rules, but a bank's digital flow may not support every foreign passport or non-resident address. Video identification in an app does not mean all foreigners qualify. Opening by power of attorney also depends on bank acceptance and specific authority.

Compare international-transfer charges, correspondent deductions, FX margins, supported currencies, card delivery, mobile access, daily limits and available language support. A successfully opened but unusable account is not a good outcome.

Choose the product for the actual purpose

Acceptance for a current account does not automatically approve a credit card, investment account or every currency product. Each can have separate eligibility and evidence requirements.

Branch appointment and opening-day checklist

  • Ask the selected branch to confirm that it accepts the relevant foreign/non-resident profile and obtain its current document list.
  • Match names and dates across passport, tax number, address and tax-residence records; prepare translations if requested.
  • Bring a short explanation and evidence for the amount, sender, purpose and source of the first transfer.
  • Test the mobile application, phone number, card delivery and overseas login arrangements.
  • Obtain written IBAN/SWIFT, limits, tariff, FX pricing and closure procedure.
  • Do not sign blank forms or share passwords, one-time codes or security devices with an intermediary.

Tax transparency and security

The applicant declares tax residence and foreign tax numbers. Under international exchange rules, reportable account information may be shared with the relevant jurisdiction. Holding a Turkish account does not by itself determine Turkish tax residence.

Never give an intermediary blank signed forms, mobile-banking credentials or one-time codes. Treat a ‘guaranteed account’ in return for payment to a personal IBAN as a serious warning sign.
